Uruguay AI Lab Allocates $400,000 Annually for 16 State Projects

Uruguay has committed roughly $400,000 per year over a three-year horizon to a public-sector artificial intelligence program designed to deliver 16 projects annually across state agencies.

The AI for Good Lab brings together the Ministry of Industry, Energy and Mining (MIEM), the Technological Laboratory of Uruguay (LATU), state telecom Antel, Uruguay Innova, Agesic, ANII, ANDE and Microsoft, as detailed in a report by Ámbito.

Six months after launch, eight projects from the first two cohorts are either completed or nearing completion, while four additional initiatives begin in November.

The program allocates approximately $25,000 per project, with Microsoft matching each state dollar with $25,000 in Azure cloud credits for infrastructure, storage and compute capacity. So far, $200,000 in cloud credits have been granted and 120 people have participated in training sessions.

LATU president Lucila Arboleya said Uruguay has shown strong adoption of AI and the current challenge is enabling public institutions to use the tool to improve efficiency, shorten processing times, automate procedures and launch new services.

She added that the goal is to improve how the state interacts with companies and citizens, as well as the conditions under which public employees carry out their work.

Among the first projects, UTEC uses drones and computer vision to detect the red palm weevil in palm trees, while state utility UTE is automating the generation of procurement documents to accelerate bidding processes.

Other selected initiatives include automated extraction of information from electronic documents at the General Registry Directorate, a conversational assistant for Ceibal’s internal knowledge base, digitization of handwritten kidney dialysis clinical records at the Clinical Hospital of the University of the Republic, and an AI agent at Agesic that allows citizens to interact with digital procedures using natural language.

Elianne Elbaum, director of Microsoft’s AI Co-Innovation Lab in Montevideo, said the company provides all engineering for the laboratory and that the AI for Good concept aims to ensure artificial intelligence reaches everyone, not only organizations with greater economic and technical capacity.

Interest from the public sector is evident: 47 organizations submitted proposals to the laboratory, with 12 projects approved so far. A new call between October and November will fill the final group for the first year, with criteria favoring useful, impactful and replicable solutions. The program plans 16 projects annually over three years, with financing already defined for that period.

Modernization as a Structural Advantage

For international investors and expatriates, the laboratory is a structural signal rather than a one-off announcement. Uruguay already pairs near-universal fibre connectivity with renewable energy and expanding data-centre capacity, and the Inter-American Development Bank estimates that broad AI adoption could increase Latin American and Caribbean economic output by 5.1% over a decade. If state agencies succeed in cutting procurement cycles, digitizing registries and automating document handling, administrative friction for business and residency processes could decline, strengthening Uruguay’s position as a regional hub for technology-enabled services and asset management.
